Formation of Tri-Council represented by Four Nursing Associations

To look at the Common programs influenced by Health Reforms Legislation Tri-Council has been formed, which in it’s deliberations studied the above legislation and released a Consensus Policy Statement related to the Educational Advancement of Registered Nurses, which is reported as below:

In view of present passing of Health Reform Legislation, the Tri-Council for Nursing acting on the prevailing conditions, has drafted a consensus statement for the Registered Nurses to act timely in respect of advancing their education level so as to meet the increased standards of quality and safety effective in all the healthcare facility locations. The Tri-Council organization includes, American Association of Colleges of Nursing, America Nurses Association, American Organization of Nurse Executives, and National League for Nursing, have expressed solidarity in the situation of crucial need for nursing workers with higher education to succeed in achieving safety and appropriate patient care as expected in the scenario.

Policy Statement of Tri-Council Organizations:

“The present health care reformation steps; expect the nursing workers for inducing integration of clinical experience to be based on viewing the evidences supporting to that effect along with undertaking research work and possess proper communication and leadership characteristics”. To be more competent there is necessity of higher education in all spheres related to nursing. At this juncture the nursing profession has to be ready and in action mode for devising strategically oriented steps, so that the nursing workers posses strong ability and shoulder higher responsibilities, otherwise the nation’s health shall suffer risks.

The present scenario requires numerous Nurses having advanced education standards to perform their roles as faculty, scientific research, becoming primary care servers, fitting in specialized nursing cadres and hold leadership positions and take charge of healthcare delivery system. The Tri-Council is a source of encouragement to all the nurses with no regard to their entry status in the profession and recommend that they should carry on their further education in courses leading to baccalaureate, master’s and doctorate degrees. Fortunately there are great choices in nursing education, which can be advantageously used by the present day nurse workers like achievement of degree in nursing online, accelerated and part time courses.

This statement is issued by the Tri-Council as an act of compulsion after deliberations to assess, how best nurses can be prepared for their present and future practicing proficiency required. The organizations taking part are associated with practicing nurses, nurses involved in research and nurses working in academic sphere. There are many topics on which the discussions were held, which included nurse workers demands and helping nurses prepare themselves to fit in the new model of nursing practice, besides complex healthcare scenario and requirement of patients, addressing the nurse faculty numbers inadequacy, as a result of which the enrolment capacity of a nursing school has limitations imposed on them.

The conclusion of the policy statement makes a call for action, in respect of system changes related to practicing and education of nurses by which the nurses are required for understanding the important role increase in education levels and accept continued learning objective of life. The call of action in respect of policy makers occupying positions at State and Federal level to make arrangements for funds availability for related programs and introduce steps of collaboration, which helps nurses, attempting to enhance their education in the profession.

The Tri-Council for Nursing felt the need for developing this policy statement to bring to the notice of personnel who have stake in these proposed changes regarding enhanced educations of the nursing workers presently in the profession and the new ones who shall become part of the nursing profession and ensure the improved quality of present and future patient care besides proper safety aspects. The message contained in the policy statement is common view expressed by the four nursing organizations performing different roles in nursing care and have collectively collaborated the efforts through Tri-Council.

There is requirement of more nurses possessing baccalaureate and high degree education at all the healthcare facilities. The professional leaders are accepting the reality and are presently issuing directions in relation to increased educational capability by attending and qualifying proper courses leading to the advanced degrees in nursing education.

The status at present is that insignificant number of nurses makes their choice for enhancement in their education. The first priority is enhancement in education to baccalaureate in nursing followed by graduation in nursing, which is of utmost importance to become Advanced Practice Registered Nurses (APRNs) and Nurse educating faculty. The present health care reforms insists upon nurse workers with integration of evidence supported clinical experience and participating in researching assignments with possession of excellent communication abilities and leadership roles.

The Tri-Council is supporting educational preparedness of the nurses. The leaders feel nursing profession has several access routes like LPN, progression programs, generalized pre-licensure program, accelerated associate degree, and baccalaureate programs; accelerated baccalaureate programs related to non-nursing functions and entry level master’s courses. Hence the advancement should begin at the individual entry points, so that they are more informed and more knowledgeable. There exists great diversity, which can be utilized for expanding the numbers of Registered nurses in the profession.

Since the requirement is for numerous nurses, having advanced preparedness to satisfy the health caring requirement of increased elder age population, which is practically possible only with expansion in nursing education so that the present nurses can become APRNs, leaders and educators in nursing profession.

Developments Leading to Consensus Position:

Following are the factors, which led to deliberations carried to arrive at a consensus, which can be circulated to the concerned persons in the nursing profession and Government agencies to understand their roles and act in the manner for the best interest of the profession and it’s members getting affected by the legislation.

3.The Need to Address the Nurse Faculty Shortage.
4.Call to Action: System Changes in Nursing Practice and Nursing Education at the front of Education providers, Employers where the nurses work with and Professional Associations which govern the profession under their guidelines related to ethics in performing the professional assignments and look after the professional needs for seeking corrective measures for smooth functioning.
